My dog refuses to eat his dry food and treats, is this because his teeth hurt?

I have a 10 year old pomeranian. Ive tried mixing his dry food with wet food, but he only eats the wet food. He also doesn't eat his treats anymore. I switched him to chewy treats and he eats them. Is he not eating his dry food because it's too hard for his teeth?
