A hit and run driver killed my unborn child...?

on july 5th i was a pedestrian hit by a car. The unborn baby i was carrying is dead and i just birthed him on the 21st. I don't know who hit me and can't think of any way to find out who he was. I have tried contacting the business he came out of to ask if anyone saw the incident but can't get anyone to answer the phone, likewise i called the business across the street and the owner said she would talk to the person who was working that day but they did not call me back. The police don't seem to be doing anything about it either. Is there any point to hiring a personal injury lawyer when i haven't found the guy? what else can i do about this situation? I don't think he should be allowed to just going around murdering people's babies, he deserves to be punished, not only for the baby's death but for the pain he has caused me as well.
